EXPERTISE:  Air Quality Conformity/Air Toxics

RELATED TOPICS/EXPERIENCE:  Dr. Eisinger joined STI, an air quality research firm, in 1995.  Since 1997, he has been the Program Manager for the U.C. Davis-Caltrans Air Quality Project.  From 1991-1995, he was the Mobile Sources Section Chief for the U.S. Environmental Protection Agency (EPA), Region 9.  He is a member (2005-2008) of the Transportation Research Board (TRB) Transportation and Air Quality Committee (ADC20).

Particulate Matter (PM) and Air Toxics:
In 2006, Dr. Eisinger and U.C. Davis (UCD) developed an air toxics analysis protocol.  He also led an FHWA-sponsored team that published a PM research plan.  In 2005, he authored a PM10 analysis protocol with UCD, Caltrans, and FHWA.  He also oversaw two FHWA-sponsored air toxics studies.

Inspection and Maintenance (I/M): 
In 2005, Dr. Eisinger published a new I/M evaluation method.  He also managed several I/M studies for the California Bureau of Automotive Repair.

Transportation Control Measures (TCMs): 
In 2006, Dr. Eisinger and UCD presented a California workshop on TCMs and conformity.  In 2004, Dr. Eisinger and UCD published TCM guidance.  He also authored national TCM guidance for EPA.

Transportation Conformity and Regional and Project-Level Analysis: 
In 2006, Dr. Eisinger and UCD developed a protocol for eight hour ozone conformity assessments.  In 2002, he published, with UCD, a reevaluation of carbon monoxide trends.  Also, together with UCD and Caltrans, he analyzed conformity and air planning requirements and published the findings in the Air and Waste Management Association’s EM.  He also facilitated conformity approval for the Los Angeles-area regional transportation plan. 

Transportation Project Construction:
Since 2002, Dr. Eisinger and UCD have worked to develop construction emissions modeling tools, improve construction activity assumptions, and complete project-level analyses.

Training, Education and Outreach:
Dr. Eisinger is an Adjunct Assistant Professor at the University of Hawaii, where he has taught Atmospheric Pollution since 1998.  In 1999, he taught Transportation Policy at UCD.  In 2006, he was awarded a Fellowship in Environmental Regulatory Implementation by the nonprofit Resources for the Future
