RELATED TOPICS/EXPERIENCES:  As the co-founder of Howard/Stein-Hudson Associates, a 50-person transportation planning and traffic engineering firm, Kathleen Stein has worked for more then 30 years to make her practice the leader in transportation planning, public involvement, and management consulting, focusing her work on DOTs, transit agencies, and MPOs.

Ms. Stein has developed and taught courses on public involvement, context sensitive design, strategic planning, senior agency management, negotiation and leadership.  In the ITS arena, her work has been concentrated on the institutional and cultural changes needed for organizations to successfully embrace new technology and work effectively with sister agencies on programs of joint interest and responsibility.

Her work has included research and the development of guidelines on best practices, including preparing Public Involvement in Transportation Decision Making, a manual of techniques and case studies prepared for FHWA and FTA.  She has served as the principal investigator for several Cooperative Research Program projects, including Customer Based Quality in Transportation, Using Customer Input in Transportation Decision Making, and Communication, Leadership, and Positioning of Transportation Agencies.

Kathleen has spent her career working to address complex problems and to develop strategic planning processes that help people sort out the components of an issue.  She has made it a priority to help organizations work together effectively across institutional boundaries, helping them take a fresh look at assumptions, turf-based biases, and outdated processes.  She is a committed expert who would bring experience and good values to any project.
