EXPERTISE: Envrionmental Management Systems

RELATED TOPICS/EXPERIENCES:  Michael DeWit has worked on issues relating to the transportation sector since 1984, when he worked at an Asphalt testing lab.  In 1988 he began working for ICF Consulting, a leading management, technology, and policy consulting firm, and has led the Environmental Management Systems department since 2000.  He is the lead technical expert for a 1,800 person Federal / State Government contractor on EMS, and has 21 years of project experience, which includes more than 1,000 environmental, health, and safety projects (including environmental compliance audits, environmental management systems and environmental policy development at many sites).

He was actively involved in the 2005/2006 AASHTO EMS pilot program providing EMS expertise to Utah, Colorado and North Carolina. 

He is currently assisting Maryland Department of Transportation with overall comprehensive EMS strategy and detailed development and implementation across all of its transportation operations (highways, toll authority, the Port of Baltimore, airports, administrative functions and bus, rail and subway transit).

His work on EMS projects has also led him to work with NASA, the General Services Administration, the Department of Defense, the Department of Energy, EPA, several utilities, manufacturing firms and other private sector organizations.  Notably, he has received two internal NASA awards for his work on the NASA EMS projects.  His experience in assisting departments of all levels within these agencies has enabled him to develop a broad range of expertise in Environmental Management Systems, as well as in environmental performance improvement methods.

In addition, Michael is a member of ongoing ISO TC 207 (International Organization for Standardization) committees regarding Environmental Management Systems and the Joint (environmental and quality) Working Group on Auditing.  ISO is the world's largest developer of standards and is able to act as a bridging organization in which a consensus can be reached on solutions that meet both the requirements of business and the broader needs of society, such as the needs of stakeholder groups like consumers and users. Due to his expertise in this area, he is ICF’s lead instructor for its EMS lead auditor course.

Michael has provided EMS services to numerous clients in the following service areas:

  • Environmental Management Systems review auditing and implementation;
  • Review of EMS systems for facilities being acquired and operated;
  • Integration of EMS and other management systems (quality, health and safety) and work with various EMS models such as ISO 14001, EMAS, EPA’s Code of Environmental Management Principles, OSHA VPP, OHSAS 18001, and Responsible Care;
  • Ongoing and annual review of EMS procedures systems as part of ongoing work towards development and implementation of continuous improvement for facilities; and
  • Review with respect to EMS systems prior to the development of ISO 14,000. With the development of ISO 14,000 and other industry specific protocols, review with respect to these protocols in Canada and the US.
