FHWA Resources
  • Domestic Scan Tour I: Land Use and Transportation Coordination - In the autumn of 2002, the Federal Highway Administration sponsored a domestic scan tour to learn about projects in Colorado, Utah, and Wyoming aimed at successfully integrating land use and transportation planning. A delegation of Federal and local government representatives visited these projects to collect, synthesize, and distribute information on innovative approaches to this issue. Their findings are contained in this report.
  • Domestic Scan Tour II: Land Use and Transportation Planning Coordination - Focusing on communities in three southeastern states: Florida, North Carolina, and Tennessee, this 2003 scan tour emphasized the redesign, redevelopment, and retrofitting of roadway corridors that included new design and planning elements to enhance the livability of each community. The scan tour team reviewed visioning processes that considered the interrelationships among transportation, land use decision-making, quality-of-life, and economic vitality issues.   • Tool Kit for Integrating Land Use and Transportation Decision-Making - This FHWA Web site is designed to provide "a user-friendly, web-based source of methods, strategies, and procedures for integrating land use and transportation planning, decision-making, and project implementation." It includes 30 tools with implementation examples, case studies, and links to publications and Web sites.
  • Toolbox for Regional Policy Analysis – This FHWA Web site is a toolbox of analytical methods for testing the regional impacts of transportation and land use policies. The toolbox includes techniques ranging from sketch-planning methods and GIS-based analyses to integrated urban models.

  • Document Addresses Vapor Intrusion Issues and Redevelopment: A primer published by EPA presents an overview of how vapor intrusion can affect redevelopment of brownfields sites and describes techniques for assessing vapor intrusion potential and mitigation.   • Publication Describes Benefits of Smart Growth: A publication on the benefits of Smart Growth has been issued by Smart Growth Network under agreement with the International City/County Management Association and EPA. The publication provides examples of communities that have used smart growth techniques to improve the quality of development. For more information, access This Is Smart Growth.
  • Report Addresses Economic Development and Smart Growth: A report issued in August 2006 by the International Economic Development Council provides eight case studies on communities that incorporated smart growth principles in their development projects and have experienced economic development improvements in the form of increased tax revenue, more jobs, higher income levels, downtown revitalization, business growth, and other indicators of economic success.   • Forecasting Indirect Land Use Effects of Transportation Projects NCHRP Project 25-25, Task 22 (December 2007)
  • The Role of State DOTs in Supporting Transit-Oriented Development (NCHRP Project 25-25, Task 20). This 2006 report for AASHTO under the National Cooperative Highway Research Program (NCHRP) addresses the role of state transportation agencies in supporting transit-oriented development. The report defines TOD, provides an overview of its benefits, and discusses reasons why state transportation agencies may have an interest in supporting TOD; provides an overview of municipal practices that support TOD and discusses why public sector intervention is needed; describes activities that have recently been undertaken or planned by state transportation agencies to directly or indirectly support local TOD implementation efforts; and presents recommendations for how state DOTs can more actively support TOD through their policies, programs, and projects.
  • Transit-Oriented Development: Developing a Strategy to Measure Success (NCHRP Research Results Digest 294) – This 2005 NCHRP report identifies and evaluates various indicators of the impacts of transit-oriented development.
  • Transportation Impacts of Smart Growth and Comprehensive Planning Initiatives (NCHRP Project 25-25, Task 2) – This 2005 report for AASHTO describes the impacts of state and regional comprehensive planning initiatives, and includes case studies of comprehensive planning initiatives and transportation outcomes in six states and regions.
  • National Site Visits on Transportation and Growth (NCHRP Project 8-36, Task 40) – A final report documenting national site visits on transportation and growth performed under the National Cooperative Highway Research Program, is now available. In June 2004, representatives from Federal, state, regional, and local agencies visited six states in two weeks, taking a first-hand look at successful programs and projects to integrate transportation and land use planning, decision-making, and project development. These site visits were conducted through NCHRP, with sponsorship from AASHTO and the Federal Highway Administration.
  • Land Use Impacts of Transportation: A Guidebook (NCHRP Report 423A) – This 1999 report contains the results of research into the land use implications of transportation investments and decisions. Presented as a guidebook, it provides reference information on land use planning and forecasting methods, and their integration into the multimodal transportation planning process.
