Approach for Indirect/Cumulative Impacts Analyses Provided in NCHRP Report

A report issued in January 2006 under the National Cooperative Highway Research Program (NCHRP) provides an overview and recommended approach for conducting indirect and cumulative impacts analyses for transportation projects. The report describes the state of the practice, components of an indirect and cumulative impacts analysis, analysis and mitigation requirements, and recommendations for a compatible approach. The recommended framework is built around three principles: using a collaborative process throughout the analysis; focusing on resources to conduct adequate analysis; and considering mitigation strategies to achieve resource goals. The report is designed for transportation agency project sponsors, Federal Highway Administration, resource agency regulatory staff, consultants and other environmental practitioners. FHWA Workshop On Indirect, Cumulative Impacts Detailed in Streamlining Newsletter

CEQ Issues Guidance on Past Actions in Cumulative Effects Analysis

The White House Council on Environmental Quality (CEQ) issued guidance on June 24 regarding the extent to which federal agencies  government are required to analyze the environmental effects of past actions when they describe the cumulative environmental effect of a proposed action under the National Environmental Policy Act. Interagency Work Group Issues Draft Baseline Report on Indirect and Cumulative Impacts

An interagency work group on indirect and cumulative impacts established under Executive Order 13274, Environmental Stewardship and Transportation Infrastructure Project Reviews, has completed a draft baseline report. The report includes applicable laws, regulations and orders; case law; a bibliography of guidance documents; information on training programs; and case studies. View the draft report.

CTE Broadcast Addresses Lessons Learned in Indirect, Cumulative Impacts

An Aug. 26 broadcast hosted by the Center for Transportation and the Environment addressed lessons learned in addressing indirect and cumulative impacts of transportation projects. Case studies included Lower Manhattan Redevelopment Project, Maryland's I-270/US-15 Multimodal Corridor Study, and North Carolina's Monroe Bypass Project. Get more information.
