| Report Shows Widespread Declines in U.S. Bird Populations |
| A new report released by the U.S. Fish and Wildlife Service cites widespread declines in U.S. bird populations, with nearly a third of the country’s 800 birds species either endangered, threatened, or in significant decline due to loss of habitat, invasive species, or other threats. The U.S. State of the Birds report, which was coordinated by FWS under the North American Bird Conservation Initiative, synthesizes data from several long-running bird surveys conducted by federal agencies and citizen science groups. In addition to evidence of declining populations, the report also finds that many species of wetland birds have responded quickly to habitat conservation and restoration, highlighting the effectiveness of conservation partnerships. | White House Issues Memorandum on Federal Interagency Consultation under ESA |
| The White House has issued a memorandum to federal agencies regarding interagency consultation under Section 7 of the Endangered Species Act. On Dec. 16, 2008, the Bush Administration issued a final rule limiting the circumstances under which federal agencies were required to consult with the U.S. Fish and Wildlife Service and the National Marine Fisheries Service prior to taking actions that may affect endangered or threatened wildlife. The new memorandum directs federal agencies to follow the prior longstanding consultation practices under ESA, pending a review of the December 2008 rulemaking by the Obama administration.
