Title

Comprehensive and Multi-Modal Transportation Evaluation Framework

Focus Area

FAST Act/MAP-21

Status

Archived

Cost

$250,000-499,000

Timeframe

1-2 years

Research Idea Scope

Develop a set of resources for comprehensive and
multi-modal evaluation of transportation projects, similar to the following:

DfT (2006), Transport Analysis Guidance, Integrated
Transport Economics and Appraisal, Department for Transport (www.dft.gov.uk/webtag). This website
provides comprehensive guidance on how to identify problems, establish
objectives, develop potential solutions, create a transport model for the
appraisal of the alternative solutions, how to model highway and public
transport, and how to conduct economic appraisal studies that meet DoT
requirements.

Todd Litman (2012), Toward More Comprehensive and
Multi-modal Transport Evaluation, Victoria Transport Policy Institute (www.vtpi.org); at www.vtpi.org/comp_evaluation.pdf.

NZTA (2010), Economic Evaluation Manual, Volumes 1 and 2,
New Zealand Transport Agency (www.nzta.govt.nz);
at www.nzta.govt.nz/resources/economic-evaluation-manual/volume-1/index.html
and www.nzta.govt.nz/resources/economic-evaluation-manual/volume-2/docs/eem2-july-2010.pdf.

Urgency and Payoff

Very important. Transportation planning is becoming more
comprehensive and multi-modal, yet there is currently no official North
American resource for comprehensive evaluation of transportation projects.

This resource would help improve the quality, efficiency
and consistency of transportation decision-making.
