Title

Value-Based Selection Criteria and Contracting for Highway Renewable Energy Projects

Focus Area

Sustainability

Cost

Under $99,000

Timeframe

Under 1 year

Research Idea Scope

State DOTs are beginning to explore the use of highway ROW for accommodating renewable energy technology. Early adopters have noted that developing public-private partnership agreements and contracts with private entities has been a challenge in implementing highway renewable energy projects. They have expressed a need for guidance in this area. The objective of the project would be to develop example contracting parameters for state DOTs seeking to work with third-party renewable energy developers and/or utilities to construct and manage renewable energy projects in highway right-of-way.

Urgency and Payoff

The proposed research would address real needs of AASHTO and NCHRP stakeholders.
