Program Director for Environment
Shannon Eggleston is the Program Director for Environment at AASHTO. She is also the Director of the Center for Environmental Excellence by AASHTO (Center). She oversees Center programs and products and strives to find innovative ways to assist state transportation agencies in improving public trust, environmental performance and program delivery. Shannon also serves as the liaison to the AASHTO Standing Committee on Environment (SCOE). In this capacity, Shannon assists in formulating and developing AASHTO positions and responses to policy initiatives by Congress, federal agencies, and other organizations, works with SCOE to develop environmental policy positions for AASHTO Board consideration, and works to advance AASHTO policy positions and initiatives.
Prior to joining AASHTO in 2004, Shannon served as environmental counsel to the New York State Thruway Authority in Albany, NY. Shannon also served as counsel to the New York State Senate Transportation Committee, and worked at the New York State Department of Environmental Conservation, the U.S. House of Representatives, and the Rensselaer County District Attorney’s Office.
Shannon earned a Bachelor of Arts degree in political science and finance from the Catholic University of America and a law degree from the Albany Law School of Union University.
Melissa Savage is the Director of the Center for Environmental Excellence. In this role, she oversees Center programs and products and promotes the Center as a resource for member state transportation agencies seeking technical assistance, training, information exchange, partnership building opportunities, and quick and easy access to environmental tools.
Prior to joining AASHTO, Melissa spent 13 years with the National Conference of State Legislatures (NCSL) as a Director in the Environment, Energy, and Transportation program. During her time at NCSL, Melissa authored several publications on transportation-related policy, testified before state legislative committees and working groups, and managed several cooperative agreements between NCSL and the federal government. Following her time at NCSL, Melissa held positions with SAS Institute, a data analytics company based in Cary, North Carolina and the National Association of State Energy Officials. She holds a B.A. in Political Science from Colorado State University and a Master’s of Public Administration from the University of Colorado.
Associate Program Manager for Environment
Sofie Rhoads joined AASHTO as the Associate Program Manager for Environment in September 2018, where she serves as an AASHTO staff liaison to several committees and councils. In this capacity, she focuses on active transportation, environment, environmental justice, and other related topics. Aside from these duties, she has academic interests in public transportation system design and financing, parking policy, transportation and land use, and alternative fuel vehicles.
Prior to joining AASHTO, Ms. Rhoads obtained her master’s degree in Community Planning at the University of Maryland and her undergraduate degree from Drexel University in Philadelphia, Pennsylvania. She brings professional experience at the local and state levels as well international experience from Albania, Germany, and Russia.
Program Specialist for Environment
Oscar Bermudez joined AASHTO as Program Specialist for Environment in late August 2018, where he serves as an AASHTO staff liaison to several committees. Prior to joining AASHTO team, he worked for the Health and Environmental Sciences Institute (HESI) that addressed public health and environmental challenges through the engagement of scientists from academia, government, industry, and NGOs. Oscar holds a Bachelor of Science in Biology from Radford University.
