Over the past 35-40 years, Travel Demand Management (TDM) strategies have been implemented to address a range of regional transportation and environmental goals – reduce energy dependency, contribute to congestion mitigation, reduce travel-related emissions, and enhance regional mobility and accessibility, among others. Many of the regions that implemented TDM defined ambitious performance targets for TDM that proved unreachable, at least for the TDM strategies attempted with the funding and effort invested. What regional objectives can TDM support and what targets are realistic? How do characteristics of the region influence the results that can be expected? How do the types of TDM strategies and the level of investment affect the results that can be achieved? What method or process can be recommended to define appropriate targets?
