Agreement Overview:

The agreement establishes a protocol to enable self-certifying and programmatic Maine DOT actions for projects that qualify as CEs. It is used to determine applicability of actions as CEs and allows for applicable actions to be certified earlier and more efficiently. Maine DOT is administratively responsible for coordinating and processing information on eligible actions, and assuring these actions comply with the criteria in the Agreement. Three categories are described: Self certifying – by scope of work, Programmatic – meeting Maine checklist criteria and Individual (requiring FHWA approval).
