Agreement Overview:
The programmatic agreement involves environmental clearance for bridge replacement, rehabilitation and preservation projects, roadway reconstruction, roadway resurfacing, restoration and rehabilitation (3R) projects, and non-complex projects such as construction of turn lanes, traffic operations activities, park and ride facilities and ADA curb cuts. The Programmatic Agreement (PA) serves as the NEPA CE clearance for the activities defined in the Programmatic Agreement. Its streamlining feature involves Pennsylvania DOT (PennDOT) determining the applicability and certifying that an activity will not result in significant environmental impacts and document as a Categorical Exclusion accordingly.

Any party to the PA may request an amendment and it will be addressed within 30 days.
The development of this PA is a result of two previously successful PAs (Bridge Preservation PA and the Bridge Preservation/Replacement PA) and PennDOT and FHWA’s recognition that the PAs could be expanded to include roadway activities. The two previous PAs have been superseded by the BRPA.
