Research Idea Scope

NESHAP applies to demolition and “renovation” (modification); requires prior inspection for presence of asbestos and remediation prior to demolition/renovation if possible; what’s the best way and time/place to do that?  Is it necessary at the environmental document stage to take core samples of structural concrete and analyze for asbestos, or is asbestos-containing aggregate not generally usable due to materials standards in construction so we can write that off?  Write-off based on what data?
