Develop Templates for PM Hotspot Analyses Using MOVES and AERMOD for Typical Project Types

Research Idea Scope

The project would generally involve a panel of state DOTs and EPA with a mandate to develop sample project-level studies (modeling and documentation) for particulate (and carbon monoxide and NO2 as resources permit) for various typical types of projects including new/expanded highways or interchanges, new/widened arterial streets or intersections, transit service/stations, rail service/stations, and intermodal terminals. A mix of small and large agencies should be included on the panel. Additionally, given that many states may lack detailed link-by-link mode data for many projects, consideration should be given to the development of adequate default and worst-case (for screening) inputs acceptable to EPA. The final scope would be developed in the first task of the project.

The concurrent introduction in 2010 of new models (MOVES2010 and AERMOD) and new guidance for project-level analyses for particulate (with an update for CO pending) will add significantly to time and resource requirements for state DOTs and others with responsibilities in project implementation.
