Overview of low effect HCPs, tips for preparation and case studies from transportation agencies that are currently using low effect HCPs to address endangered species affected by non-federal projects and maintenance of transportation corridors.

Urgency and Payoff

Several states have encountered difficulties with addressing endangered species issues for projects that do not have a federal nexus. The regular HCP process can take significant time to implement because the US Fish and Wildlife Service must complete an Environmental Impact Statement along with the HCP. Low effect HCPs require an Environmental Assessment rather than an EIS, so can typically be approved more quickly.
