Legal issues and strategies with planning for reduced maintenance in select locations, due to climate change.

Research Idea Scope
Climate change is making it more difficult to
maintain some infrastructure, particularly in coastal areas subject to sea
level rise. In some areas, DOTs are
already foreseeing that the department is unlikely to be able to keep up with
maintenance needs, whether related to flooding or cracking of expansive soils
in Texas or roads over permafrost in Alaska.
This project will examine legal issues and strategies involved with
planning for reduced maintenance.
Urgency and Payoff
Examination of this issue will provide timely
and greater coverage for DOTs and local governments to help them make efficient
decisions and investments for these impacted areas. This research will also support DOTs and
local transportation entities by providing greater room to not invest where the
transportation agency identifies that as undesirable or inefficient.
