Research Plan for Air Quality

Research Idea Scope

The objective of this study is to develop a research plan for air quality to identify and prioritize research topics for each of the various NCHRP funding options (full NCHRP, implementation, domestic scan, synthesis etc.). For each topic, the study would provide a brief scope and discussion of urgency and payoff as used in the AASHTO TERI database. Topics and priorities would be identified in surveys of state DOTs, subject matter experts in academia and consulting, and the consulting team for the study. Research needs statements or the equivalent would be drafted for the ideas top ranked by state DOTs, which can be submitted (with modification as appropriate) in responses to future AASHTO Calls for Research Ideas. Due consideration would be given to trends in environmental conditions, new technologies, and the evolving regulatory context in identifying and prioritizing potential research topics.

Urgency and Payoff

State DOTs would benefit from a strategic approach to identifying and prioritizing research needs both to better compete for NCHRP funding and, ultimately, maximize the utility of the research. This includes both improving efficiencies and minimizing risks in clearing projects to meet evolving regulatory requirements.
