Financing Transportation Through the Capture of Land Value Gains: Practical Integration and Stakeholder Involvement, Center for Transportation Studies, University of Minnesota (Scheduled to finish Sept 2009)

Can a tax on land values to finance transportation infrastructure be
used to help facilitate the development of affordable housing near transit?
Review data from jurisdictions that have implemented a land tax or
split-rate property tax to determine whether this tax approach facilitates
the development and/or maintenance of affordable housing near transit
facilities and services.

Urgency and Payoff

Placing affordable housing near bus and rail transit is perhaps the
most effective way to reduce VMT and vehicle trips — thereby reducing
traffic congestion, air pollution and deaths and injuries associated with
auto travel.
