Research Idea Scope

Objective- To show that in most cases that the IPAC system is greatly flawed and the most states have far more accurate data in their own GIS Systems.The best available data is with the states and not in the system. 

Research IPAC vs State data to prove to the regulatory agencies and FHWA that IPAC should be not be required on projects when better data is available.

Urgency and Payoff

We spend countless useless hours sifting through fluff from IPAC and proving that something we already know is not there is not impacted. I can go to my GIS system and get the actual species in minutes and not have to spend hours proving something is not there. I know my counterparts in other DOT’s have the same concerns.

The payoff would fit into FHWA’s Every Day Counts initiative and save us hundred of thousands of dollars per year and lessen employee frustrations.
