Document the current regulatory and policy environment on this topic and its implications for state DOTs. Review states’ experiences in mitigating for cumulative impacts. Identify best practices and lessons learned.

Identify an assessment method to determine regional cumulative impacts.  Identify what are cumulative impacts in both spatial (region) and timeframe (horizon- year) terms.  Develop sample matrix or other tools to
